To follow the herd: to do the same as most other people do, regardless of your own opinion.

I saw this herd of deer and thought of this phrase!

If you describe a person using this phrase it means that you don't really respect them. For example - 'She says she loves Lady GaGa, but I know she doesn't - she's just following the herd.'
