to finish / to be finished

Hello! Could you help me, please? I have a question about the expression "to be finished". As far as I know it means "to be completed" i.e. when somebody finished something this something is finished. But I found a sentence in a Teacher's book "Students do this activity in pairs. When the pairs are finished, they swap profiles to compare them." Is the expression "are finished" the same as "when the pairs finish"? What is the difference? May my students say "We are finished." when they finish their task and ready to answer? Thank you!
