"assigning a young leader" may not be the optimal wording. I'm not sure without more context.
This is a "not only+ but..." structure. The previous post already confirmed that "be" is correct.. Maybe you can see it this way. What would be unfair? The act of assigning a new leader. So....not only would assigning a young leader be unfair, but it also could lead to a controversy.
