To execute or to be executed

I wrote following sentence for one of my assignments. However, what confuses me is whether at that point (after marketing plan phrase), we should talk about the "marketing plan" or the "company". Because, company can execute the plan, while plan can be executed.


The purpose of this report is to critically analyse the business environment and provide the company with an excellent marketing plan to be executed / to execute within 24 months.
