to enquire without delay [into the causes of discontent]

On 12 January the Tsar appointed http://en.wikipedia.org/wiki/Dmitri_Feodorovich_Trepov as governor in St Petersburg and dismissed the Minister of the Interior, http://en.wikipedia.org/wiki/Pyotr_Dmitrievich_Sviatopolk-Mirskii, on 18 February [http://en.wikipedia.org/wiki/Old_Style_and_New_Style_dates 5 February] 1905. He appointed a government commission "to enquire without delay into the causes of discontent among the workers in the city of St Petersburg and its suburbs" in view of the strike movement.

I'd like to know if the adjective phrase "into the caused of discontent" modifies the noun "delay."
