To engage vs. to be engaged

I wonder if these two expressions convey two different connotations or just one -

(a) The laboratory is engaged in research that aims to cure Alzheimer's Disease.
(b) The laboratory engages in research that aims to cure Alzheimer's Disease.

My gut feeling says it might have something to do with "to be engaged" being somewhat descriptive and "to engage" being more "action centric" ? But I never trust my gut feeling considered that I am not a native speaker.

Any help? Thanks a lot
