To enable, or enabling

Please can anyone tell me which of the following sentences is correct:

1) You would need to include additional per diem provisions in the budget, enabling participants to use internet cafes?

2) You would need to include additional per diem provisions in the budget to enable participants to use internet cafes?

3) You would need to include additional per diem provisions in the budget, thereby enabling participants to use internet cafes?

I wanted to use the first example, but using 'enabling' in this way sounded awkward. I wished to avoid using "to" so many times in the second sentence and ended up using example three because it sounded better.

Any help will be appreciated.
