to elicit something

Hello,
I thought "elicit" was used in collocation with "emotions, responses, mental images," but I saw it used in collocation with "celebration/support". Most dictionary don't say it could be used in collocation with events like celebrations,etc. "That mark, according to both player and coach, might elicit a bigger celebration." How do you normally use it?
