"Men have sought to make a world from their own conception and to draw from their own minds all the material which they employed, but if, instead of doing so, they had consulted experience and observation, they would have the facts and not opinions to reason about, and might have ultimately arrived at the knowledge of the laws which govern the material world."

Is 'employed' used in the way of 'directed attention at, worked toward, devoted themselves to'? Please let me know.

I'm afraid the given definition doesn't seem to work in the context given. It's quite probable 'employed' being used to mean something similar to 'which they worked on'.

... all the material which they used, in the sense of ... all the material which they intended to use (in order to understand the world).
