To do something, there needs to be

Hello,

To make this work, there needs to be a mobile phone.

Is this ok, or the "TO DO SOMETHING" requires an active sentence like

To make this work, we have to have a mobile phone.

Thank you.

p.s. I ask because the sentence can be written as

THere needs to be a mobile phone to make this work. (I know that this is correct.)
