"to do" or "to make" a report?

Hello!

Could you help me, please?

Which is right:

1) I have to do a report;

2) I have to make a report?

Oxford Collocation Dictionary says that we can use both "to do" and "to make" with the word "a report". If yes, what is the difference then?
