To do drugs

Hi.
I was wondering wether this expression can be use to describe the ACT of somebody consuming a specific drug at that very moment (ex. ""I saw him doing crack."), or if it's only used to indicate that somebody habitually uses some kind of drugs (ex.: "he's doing horse" (slang), meaning he's addicted to heroin). Thanks.
