Not sure what you mean by 'quality' but my best friend is currently in law school and works part time for a congress women. He's got quite a few responsibilities there. I know another guy who just recently graduated but for a long time has been involved in international politics.

thx for your reply, but i'm sorry when i said 'quality' i meant 'character' that those leaders should have in order to work more effective. i think you took it as 'qualification'. thank you all the same!
