Any difference between sentence 1 and 2?

Sentence1:

Sentence2:
IMF managing director Dominique Strauss-Kahn has not minced words to describe the importance of this reform,


My opinion:
For S1, the writer wants us to focus on ‘describe the importance'.
For s2, the writer wants us to focus on ‘the IMF managing director'.
