To create interface that "get out of the way"

Hello everybody.

User-centered design urges its practitioners to create interfaces that “get out of the way” and warns: “A user interface is like a joke.

I do not know what practitioners refer to? The designers or users?

And what does ' to create interfaces that get out of the way mean?

Thanks ??
