To create a problem

Hello,

Does this sentence "Bright lights create a problem for wildlife and can be annoying to neighbors." sound odd to you? I realize that "to cause a problem" is probably more common, but I think "to create a problem" sounds okay too. Does it strike you as unnatural?

Thank you.
