To counter the threat that they claim to exist

Hello Helpers,

I'd like to ask you whether it is correct to write:

"decision makers have the possibility to put the measures they propose into effect to counter the threat that they claim to exist"

or should the end of the sentence read as 'the threat that they claim exists"?

Thanking you in advance for your input.
