to coin a term

Hello, I'm writing an essay on Chinese politics. their diplomatic strategy towards North Korea is really situational lately. Sometimes they claim the relationship between them is 'blood-pledge' alliance, and other times Beijing chooses to be in 'normal bilateral relationship' like they are in other ordinary countries, depending upon how North Korea behaves. So I would like to coin a term to describe it, which is 'arbitrary balancing act'. Does this term sound in the way I meant it?
