[to climb/to have broken] or [who climbed/who broke]

I have made up the sentences below.

(1a) Jack was the first person to climb the tallest mountain in his country.

(1b) Jack was the first person who climbed the tallest mountain in his country.

(2a) Mark is the most likely person to have broken our window.

(2b) Mark is the most likely person who broke our window.

I am not sure which ones are correct. Please help me. Thank you very much.
