to call the USA /or/ to call TO the USA

Hello! Could you help me, please?

Which is right:

to call the USA

or

to call TO the USA?

The book gives a sentence with "to call the USA" = to call by phone.

Could you explain why this variant is right? I thought that "to call smt/smb" = "hey, come here!", and "to call TO smt/smb" = to communicate by phone.

There is no "to" involved in calling the USA. You could call on the USA to provide some kind of support. When we call by phone, there is no "to."

There is an expression that uses "to." If the President commands the population to defend his/her country, that would be a call to arms. However, that would not be by telephone.
