To CalifJim. Just a pronuntiation question.

Hi Jim,
All these words are pronounced with this sound 'æ' 'rap, cat, rat, flat, fracture, fat, rang, etc.
I guess is like a weak 'e' in my language. Could you confirm it?

Thanks in advance.
