To blame or to be blame

Mr. Green stood up in defence of the 16-year-old boy , saying that he was not the one______.
A.blamed B.blaming C.to blame D.to be blamed

I think both C and D are right, but the answer is only C. Please help me. thanks.

A.blamed This is grammaticlly correct but only possible ina highly unlikely context.
B.blaming No.
C.to blame This is the most common collocation, and thus is undoubtedly the answer the examiner is looking for.
to blame = responsible for the bad
