Could you tell me what is the differences between these two?

Could you explain it with distinguishable (could I say "discernible") examples?

Perhaps if somebody has already started using something, for example the savings. You could say "This is not a good time to be using the savings". Or if you knew you would need the money more than once, perhaps for paying multiple bills.
