I work on the wards and I came across the following on the poster:
Delivering our vision
patient
To be the best for specialist and integrated care.
I understand the meaning of the sentence.
Is it a clause? What is the grammatical function of "to be" here and I can't see the main verb and the subject for my sentence analysis. Thank you

This doesn't make sense as a whole. The word "patient" has no connection with the rest of the text. Are you sure you copied it correctly? Are you sure it doesn't say, for example, "Delivering our vision for patients"?
