To be spun

Hi,

"Well, it is usual with ministerial speeches at party conferences for newspapers
to be spun the key statements in advance, and in a way judged to hit the soft
spot of the readers. Given that purchasers of The Independent and The Guardian
are assumed to be particularly offended by "excessive pay", this was for them." [From The Independent.]

What is to be spun: '"speeches", "conferences" or "statements"?

Thank you.

Thank you, MM, for your reply. But I still have some doubts. The passive verb "to be spun", in my opinion, has its subject "ministerial speeches" and should be followed by the adverbial "with the key statetments in advance,...". I think that "the key statements" should follow the preposition.

'Spun' means 'given'. Stick that word in the sentence.
