"to be removed" the future event or the general present event

"If the rightmost digit to be removed is more than 5, the preceding number is increased by one. For example, 1.386. If we have to remove 6, we have to round it to 1.39." this is the context. now I have three questions as follows:

1. I don't understand the meaning of "digit to be removed". could you help me understand the meaning, please?

2. Does "digit to be removed" express the future event or the general present event here?

3. Does the pattern " Noun + to be + past participle of verbs" always express the future event or both, the future event and general present event? Please explain.
