to be pluss Past Participle(Passive) or to have plus participle

How does one explain to a student,especially when doing an exercise, when to use "to be" with a past participle(Passive Voice) or "to have" as in below.
Exercise: Fill in the blank with is/are/ was/were/have/has
David_______ bought a new car.
The bridge_________built 10 years ago.
WE who speak English obviously know the answers, but how do you explain them.
