I usually get confused with use of to be plus third form of verb..
Example: I want this task to be done as soon as possible.

Yes. It is the passive form.

Compare:

I want to do this task as soon as possible. (I will do it.)
I want this task to be done as soon as possible. (Someone else has to do it.)

Basically context of above sentence is, I want to instruct someone to finish a task now.

But this sentence is not really instructing, it is commanding. You are the boss.
