"to be" or "to being"?

Hello,
which one is better?
"this would prevent cell edge users from having an opportunity to being served." or "this would prevent cell edge users from having an opportunity to be served."?
I feel the first is more self oriented so it better targets the meaning, what do you think?

The first is not possible. It is always 'an opportunity to be'.
