Topic sentences are considered to be one of the most important parts of the TOEFL essay.
What is the grammatical function of "to be" here? If we remove it, the sentence still make sense. So how do we know in your own writing and speech that it is needed.

Some people have the opinion that "to be" is redundant so better to leave it out, but it is the writer's choice. Both are correct and they mean exactly the same thing.
