To be on the rise VS. to be rising

What is the difference between "to be on the rise" and "to be rising" in this context;

Cancer cases are reported to be on the rise. or

Cancer cases are reported to be rising.

Which one is correct and Why? or both of them are correct?

Both are possible and they mean the same thing. Strictly speaking the sentence is not logical though. It is the number of cases that is rising, or on the rise, not the cases themselves.
