If a potential client is having a hard time using your site because it is too slow and not loading properly, they will click off, and Google will start to consider your site to be of low quality.

Here, can't we say "Google will start to consider your site to be low quality"?.

I am confused about when we can use "to be" and "to be of".

Does "Click off" indicate visitors going out of the site.?
