To be of ...

Hello again to you all veterans
Please check this sentence:
"Few can argue that the management of armed conflict is of little consequence; fewer still can make the claim that ..."
Does "is of" mean here like has, (....conflict "HAS" little consequence; fewer...)
How can I use "to be of" in my writing and speaking.

Now that the meaning is give or take like HAS, let me ask you something else, if you don't mind.
Hadn't it better, the writer would have said "few" or "a few consequences" instead of "little consequence"

It would make the sentence sound a little repetitive to use few so much.
Of little consequence would signify it does not matter much, which is similar to has few consequences, but may not be exactly the same.
