to be made with

besides made of and made from yuu can sometimes find "made with" where after with we find an ingredient such as flour.
Is made with flour an alternative to made from or of flour?

If the item is made of flour then it is 100 % flour.

I would say that if something is made from/with flour, that is the same thing.
