To be excreted

Aim: "Make the drug more soluble to be excreted from the body."
I saw the above in one of the videos about drug metabolism.
Is "to be excreted from the body" an infinitive phrase an adverb which answers the why question?
Is "make" the main verb?
Is there any clue or rule that tells use that we need an infinitive "to be..."?
