To be complete

A basic sentence must contain a subject and a predicate to be complete.

http://study.com/academy/lesson/how-to-find-the-main-verb-in-a-sentence.html

I know "to be" is an infinitive of the verb "be" but when do we use it or is there a word or clue that warrants the use of it in the context? What does it mean?

Thanks
