To be commissioned an ensign

Hello everybody:

I have problems trying to understand the sentence "He was commissioned an ensign" (in a naval context). Why is the article "an" there? I googled it with and without the article and the option "an" has more hints.

What is the difference between that expresion and "he was commissioned as an ensign" and "he was commisioned ensign"?
