To be being ?

Thanks for your help in advance.
I cannot understand the form of present continuous tense of "to be being".
Examples:
1)He is being lazy now.
According to my grammar book,it means "I'm behaving/I'm acting"
2)I cannot understand why he's being selfish.(being selfish = behaving selfishly at the moment)
but * He never thinks about other people. He is very selfish. (not 'he is being') (= he is selfish generally, not only at the moment)
We use am/is/are being to say how somebody is behaving ?
Why or when will we use this form of "to be being" ?When someone is behaving,like
She is being beautiful =She is "beautifuling" ?

It only works with adjectives that have some volitional element. 'Beauty' is not controllable in the way that 'selfishness' is. Beauty is not a behaviour or action.

If so,that why/when will we use this form "to be being" ?
If i say that he is being lazy that means he is "lazying"/is doing "idleness" ?
When will we say someone is being selfish,pride,modest...etc?
