Is this how you as a teacher would write the following? Can you give me your thoughts? I am only talking about the grammar and this isn't a fact or true.

It seems in small cities, the inhabitants are behind in terms of the way they dress. What the fashion trend was 5 years ago in the metropolis is what they wear now.

(I would also rearrange for clarity.) One easy fix is this:
It seems that the inhabitants of small towns are behind the times in terms of the way they dress. What the fashion trend was five years ago in the metropolis is what they wear now.
Or: "behind what is current"
