FatimaSaboor123He knew (that) the tapes were counterfeits.

The subordinate clause is a finite clause.

FatimaSaboor123He knew the tapes to be counterfeits.

The subordinate clause is a non-finite clause.

A small number of verbs allow this non-finite construction.
