"They also need the skills to be able to resist pressure to be on the phone all the time or to text when they should be sleeping."

Hi all,

How can I understand the highlighted words "to be", whether "to be" can be omitted?

Whether the second word "text" works as its verb meaning, if so, shouldn't it used in this way: text somebody or to be texted. I'm not sure, I need your help please.

I get it, but "text" used as an intransitive form it's pretty strange to me. I like its transitive form.
