Does the highlighted sentence imply "Nairne by defining the Docklands project specifically in the arena of art, on the other hand highlights the fact that every work of art has a specific producer, which in the case of Docklands project the producers are not only Leeson and Dunn but also the residents of that region"?

In short, Nairne identified a changing agenda for the production of art and recognised the diversity of the roles that it can play in an expanded field of practice.
