This sentence:

The company offers many opportunity to allow/allowing us to develop professionally.

Should I take the "to" here as an Infinitive or Prep.

I did not have [a chance / an opportunity] to call him.

As a general rule, use the infinitive after opportunity. However, as GG has shown, the version with a that clause is preferable in this case.
