(To and For) for the same thing

Greetings English Forward,

I have come here to ask for some help.

The question is that if it is true that you can use [ to + verb ]and [ For + verb + Ing ] to express the same thing.


For instance,

1. Books to learn english

2. Books for learning english


1.I have a special knife to cut chicken.

2.I have a special knife for cutting chicken.
