"To" after "it is suggested", "it is recommended"

Hi,

I am confronted with a technical text which uses a lot of impersonal passive structures. E.g. for recommendations it says: "It is suggested to use..." oder "It is recommended to change..." Is this grammatically correct? Or do you have to write "It is suggested that you use..." - or "It is suggested using..."?

'It is suggested/recommended to do' is acceptable, or at least it is in heavy use in such texts, as turgid as it seems.

"It is suggested using..." is also wrong.

Correct:

It is suggested that you use X.

It is suggested that X be used.

We suggest using X.

We suggest that X be used.

No, I think it's fine. I mean that I don't find it "bombastic" or "stiffly formal".

I think Clive's version is fine, too.
