Please look at the following sentence.

"To a much lesser extent, tides also occur in large lakes, the atmosphere, and even within the solid crust of the earth, acted upon by these same gravitational forces of the moon and sun"

[Q1] What is the meaning of "To a much lesser extent"?

[Q2] I couldn't understand how can "a" come together with "much". "a" indicates the noun we can count but "much" indicates the noun we can't count.

[Q3] What is the subject of "acted"? Is it "tides"?
