About the underlined part, is it an ellipsis of this?

If she decides to switch to him, can anybody else have the right to coerce her not to decide to switch to him.

Or this?

The sentence should have a question mark. I would prefer "does" to "can" in that sentence.

What is "switch to him" referring to, by the way?
