"To" is also part of most infinitives (not all):

I want to learn English.
She agreed to marry me.
They hope to graduate next year.

It would also be useful TO point out that after a lot of adjectives we use TO + Verb as in "It's difficult to learn Chinese" or "It's impossible to know everything about English"
