to

Teachers are increasingly conscious of what they refer to as the hidden curriculum, a reference to the less formal influences exerted by a school on the pupils' behavior and attitudes to such things as rule conformity, punishment, tolerance, and social responsibility.

About 'to such things' above, does it modify the 'attitudes' only or both the 'behavior and attitudes'?

I'm just wondering if the collocation 'behavior to' is natural or not.

behavior to rule conformity makes no sense to me.

It's [ pupils' behavior ] AND [pupil's attitudes toward ...].

And I would definitely have used toward, not to.

Jim, just to make sure, let me ask this.

Is the expression 'behavior to X' itself acceptable?

I've seen both 'attitude toward X' and 'attitude to X', but, personally, I haven't seen 'behavior to X'; I've just seen 'behavior toward X'.

I'm sure all combinations can be found on Google!
But I am only familiar personally with the behavior toward PERSON formula.

<...behavior toward...>

Yes, I'd say the same for BrE¹. Though perhaps "behaviour towards" is more common over here.

Yes, I was wrong here, parsed too quickly.

OK. So whether AmE or BrE, it's 'behavior/behaviour toward(s) person'.

Thank you!
