Titles in the introduction

Hi,

Please, clarify whether it is correct to use titles, when addressing a letter or in the introduction.

For example: To the attention of Dir. John Smith, Eng. Mark Carter, or

Dear Mr. Director, Dear Mr. Mayor.

And where to put proffessional titles (e.g. Prof., Dr., Eng.)?

I'm from Poland where use of such titles in the introductions is very common, but how it is in English?

Mark Carter-- It depends on the title: Director is used as a title, but Engineer is not. In this case, use To the attention of John Smith, Director. To the attention of Mark Carter.
